Winnebago County State’s Attorney Paul A. Logli announced today that Willie J. White (DOB 3/10/90) of Rockford, IL was charged as an adult with first-degree murder for his role in the incident that led to the shooting death of Ricky L. Bell age 28. The case is being heard in adult court instead of juvenile court as dictated by the defendant’s age and the offense for which he is charged.
At 4:25 pm on December 24, 2006, officers responded to the 1100 block of S. Main Street in reference to a shooting. Upon arrival officers found the victim lying on the pavement suffering from a single gunshot. The victim was transported to Rockford Memorial Hospital where he was pronounced dead. It was determined that the victim was shot while in a vehicle. Some of the occupants of the vehicle remained at the scene. Two individuals fled the scene in the vehicle. The vehicle was later involved in a single car accident on By-Pass 20 west of the 11th street exit. The two occupants were taken into custody and later transported to the Rockford Police Department for further investigation.
Penalty range for first-degree murder is 20-60 years in the Illinois Department of Corrections with an additional 25 years to natural life mandatory if he is found to have personally discharged the firearm.
These charges are not evidence of guilt and the defendant is presumed to be innocent until proven guilty.
